My AGI was $10,167 and I have three children. Why didn't I get maximum income credit?

The EIC is calculated on a BELL CURVE. If you made very little money or a lot of money you get very little or no credit. If you made more than a little but less than a specified amount you'll get a higher credit. Top get the MAX credit with three children your AGI needs to be between $12551 and $16450.

Because it is a credit for having earned income and you do not have enough earned income to receive the maximum credit.
