If I live in NYC and file the articles on incorporation with the state of Delaware, are there any other steps I need to take with regards to NYS/NYC? If I was to incorporate as in NY there are more rules I neeed to follow as well as more cost.

This is more of a legal question than a tax question, but WHY do you want to incorporate in Delaware? If you do business in New York State, you're going to need to register with New York (as a foreign corporation) and file a New York State return anyway. You'll also need to file annually with Delaware.

My original idea was that I could get around the advertising fees if I formed say an LLC in Delaware. However, I found NYS publications that contradicts my thoughts.

NYS you would need to pay taxes as a "foreign" corporation doing business in the US. DE, NV are mostly used for corporations without a physical presence in another state.
