Should the shareholders of a liquidated S corporation receive Form 1099-DIV reporting the value of their liquidation distributions in Boxes 8 and/or 9 of the 1099-DIV?

Of course the shareholders should receive it. This is the very purpose of those boxes on the 1099-DIV: Cash and Noncash liquidation distributions?

Maybe but probably not unless the S Corp was a C corp previously. This is an especially intricate area of taxation within the pass-through arena. I strongly urge you to get professional help before you get into real trouble by reporting something that you should not report.
